From energy transition to cold chain transformation – infrastructure, constraints and opportunity (Part 2)

Southern Africa’s cold chain is increasingly constrained not by refrigeration technology, but by energy instability, grid unreliability and rising electricity costs. At the Solar & Storage Africa Live conference and expo in March, Botswana’s emerging solar strategy was outlined by economist and UN Resident Coordinator’s Office representative Taimur Khilji in a presentation titled ‘Botswana’s Solar Opportunity: Sun, Strategy and Southern Africa’.

While Botswana’s solar potential is exceptional, its real value for the cold chain sector lies in how quickly it can be translated into grid infrastructure, storage systems and operational reliability.

As highlighted in the UN presentation, the country is moving from planning to execution – but faces structural constraints. These constraints are precisely where the cold chain sector must engage, because temperature-controlled logistics is one of the most energy-sensitive industries in the economy.

Grid infrastructure: the critical bottleneck

The most immediate constraint is transmission capacity:

  • Existing grid infrastructure requires significant expansion
  • Limited ability to absorb utility-scale solar at speed
  • Co-ordination needed between utilities, regulators and private developers

For cold chain operators, this translates into:

  • Unreliable electricity access for cold rooms
  • Increased reliance on diesel backup systems
  • Higher risk of product spoilage in weak-grid regions

Grid expansion is therefore not just an energy issue – it is a food security and pharmaceutical integrity issue.

Procurement timelines and investment pacing

Despite strong policy intent, project rollout is slowed by:

  • Lengthy IPP procurement cycles
  • Regulatory approval delays
  • Execution bottlenecks in power purchase agreements

For cold chain development, this creates a mismatch: Logistics infrastructure (warehouses, packhouses, distribution centres) can be built faster than the energy systems required to sustain them.

This highlights the need for:

  • Co-located solar and cold storage development models
  • Energy-embedded logistics parks
  • Public-private co-ordination to synchronise infrastructure timelines
  • Water scarcity and operational efficiency

Although solar PV is far less water-intensive than thermal generation, Botswana’s arid climate introduces operational considerations:

  • Panel cleaning requirements
  • Cooling system design for storage facilities
  • Water-efficient refrigeration system selection

For cold chain developers, this reinforces the need for:

  • Dry-cooling refrigeration systems
  • Hybrid solar–battery–efficiency optimisation models
  • Water-light logistics infrastructure design
  • Skills and technical capacity constraints

A critical constraint identified is human capital:

  • Limited local expertise in grid-scale renewable integration
  • Skills gaps in energy systems engineering
  • Need for cold chain-specific energy planning capacity

This directly affects cold chain expansion because:

  • Modern refrigerated logistics increasingly depend on energy system integration expertise
  • Facility design must align with renewable intermittency patterns
  • Digital energy management (IoT and AI-enabled grids) is becoming essential

This creates a convergence between:

  • Cold chain engineering
  • Renewable energy systems
  • Smart logistics automation
  • The role of the UN and institutional bridging

The UN Resident Co-ordinator’s Office is playing a catalytic role by:

  • Supporting policy and regulatory frameworks (including ESG alignment)
  • Connecting Botswana to international financiers and technology providers
  • Supporting skills development and capacity building
  • Aligning energy transition with the Sustainable Development Goals (SDGs)

For cold chain stakeholders, this institutional role is important because it:

  • Reduces investment risk in hybrid energy-logistics projects
  • Enables blended finance models for cold storage infrastructure
  • Provides a pathway for scalable regional deployment
  • Cold chain opportunity: the solar-powered logistics corridor

The convergence of Botswana’s solar strategy and SAPP integration creates a clear opportunity:

  1. Solar-powered cold storage hubs
  • Located near agricultural production zones
  • Integrated with IPP solar generation
  • Reduced reliance on diesel backup systems
  1. Regional refrigerated trade corridors
  • Cross-border cold chain logistics supported by stable renewable power
  • Improved export reliability for perishables
  1. Decentralised rural cold chain systems
  • Solar mini-grids powering aggregation centres
  • Reduced post-harvest losses in remote areas
  1. Future-ready AI and IoT-enabled cold chain systems
  • Integration with smart grid management
  • Predictive energy allocation for refrigeration demand
  • Reduced peak-load stress on grids

Botswana’s solar transition is not only an energy story – it is a logistics transformation opportunity. However, its success depends on resolving:

  • Grid infrastructure constraints
  • Procurement and regulatory speed
  • Skills development gaps

For the cold chain sector, the opportunity lies in embedding itself early in this transition, aligning energy infrastructure with refrigeration-dependent logistics systems.
