In facilities with ammonia refrigeration systems, both OSHA and EPA require employers to develop and implement written operating procedures. These procedures must be consistent with current process safety information and provide clear instructions for safely conducting activities involved in each covered process.
OSHA mandates that tasks and procedures related to the covered process must be appropriate, clear, consistent, and – most importantly – well communicated to employees. Employers must certify annually that their operating procedures are current and accurate.
Operating procedures must address the steps for each operating phase, including operating limits and boundaries for sustaining consistent and safe control of the process. Applicable consequences of deviation, safety and health considerations, precautions and control measures, safety systems, and implemented safe work practices, must also be documented.

- Describe the relationship between the operating procedures element and other PSM elements.
